In on the minimum

Richard Callander (20/9) is right that punters should thank Racing NSW for applying a minimum bet requirement to fixed-price wagering operators fielding on NSW racing.
About time, one might say, even if the real objective is to make life harder for corporates and switch some turnover back to the tote.
All other jurisdictions should immediately follow suit, and governments should be prepared to back these regulations by enforcing anti-discrimination laws so that operators cannot refuse to enter into contracts (i.e. wagers) with certain punters simply on the basis that they win too often.
