A better plan?

In response to Keith Lofthouse (10/10), restricting races based on the trainer’s winnings would completely disadvantage that trainer’s owners.
The obligation of the trainer is to do the utmost to deliver prizemoney, so that the owner can attempt to recover some of the associated costs (and more) if possible.
However, I do see value in having a limited number of races in the last quarter of the racing calendar for various graded horses with trainers who haven’t had a winner for the year (in country areas).
A similar concept is used in harness racing currently. Maybe it exists in the thoroughbred game already?
