Laughing stock

They say that horses are dumb animals, but how dumb are the people that manage the racing industry? They introduce a padded whip that supposedly inflicts no pain to the horse, but, crazily say that jockeys must limit the number of times that they inflict no pain to the horse! Where is the logic in that rule?

If they haven’t got the brains to introduce a logical rule for the use of the whip, then if it is such a damaging problem, why not ban the whip altogether, remove all conflict and let the best horse win and not the one that has to be thrashed to perform at its best.

Please let common sense prevail for as it stands the whole industry is held out as a laughing stock.
