Benefit the battlers

It’s great to see races for the battlers such as the Hotham at Ballarat, the Drought Breaker at Swan Hill and to a lesser extent the Melbourne Cup Carnival Country Final at Flemington. 
I imagine one of the aims of these races is to give more opportunities to a struggling horse/trainer/owner. 
However it is interesting to note that two of these three races were won by D.K. Weir horses. No knock on him as he is a great trainer fantastic at placing his horses. However, more and more smaller-clientele trainers are giving away the caper due to increased competition from the big stables. 
Could the powers that be increase the number of these races on the calendar and attach a limit on how much the trainer/owner has earned over the past 12 months to make these races for the true battlers?
