Moving goalposts

I read with interest Mark Zahra’s comment on jockey weights and totally understand the importance of health and safety of all jockeys.
But why is it OK to have low weights over the carnivals and not over the rest of the year?
The weights are currently so compressed that it does not give the lightweight a chance to win in town for their owners over the non-carnival times of the year.
If there’s no owner, there’s no industry.
Owners can’t keep horses just to run in the country.
There needs to be a level playing field in town and this is not currently the case.
