Another way to lose

On Saturday July 11 I had a bet on the jockey challenge at Donald with the NSW TAB. My favourite jockey, Alana Kelly, was my pick as she was down for seven rides on the seven-race card.
Her mount in the first, Lots Of Torque, refused to load and threw Alana out the back of the gates. Thankfully she was not seriously injured as the barrier attendants prevented what could have been a nasty incident. 
Lots Of Torque was scratched and Alana taken to the medical room. She was stood down for the rest of the meeting, which is to say she did not have a single ride for the day.
I naturally thought my bet would be refunded, but it wasn’t.
I got in touch with the TAB and was told that the jockey challenge is classed as “all-in” betting, the same as futures (i.e. pre-acceptances) betting. In other words, no money back for a scratching.
I have taken jockey-challenge bets for quite a few years now and I’ve never seen any mention of them being all-in as I place them on my laptop.
Has this happened to anyone else?
I note Alana rode at Ballarat the following day.
